DUTIES AND RESPONSIBILITIES

The nine members of the Citizens' Oversight Committee will be charged with informing the public concerning the expenditure of the bond proceeds. This includes the following activities:

  • To actively review and report on the proper expenditure of Measure A funds for school construction and renovation.
  • To advise the public as to whether the school district is in compliance with the requirements of Article XIIIA, Section 1(b)(3) of the California Constitution, that is, that the bond funds are spent on facilities and not on teacher or administrator salaries or on school operating expenses.

Membership Requirements: By law, the COC must have at least seven members, with five categories prescribed. The Measure A COC has seven members, with five categories prescribed. The other members are at-large members. The five categories are:

  • One member who is active in a business organization representing the business community located within the school district;
  • One member who is active in a senior citizens' organization.
  • One member who is active in a bona fide taxpayers' organization.
  • One member who is a parent or guardian of a child enrolled in the Vacaville Unified School District;
  • One member who is a parent or guardian of a child enrolled in the Vacaville Unified School District, and who is active in a parent-teacher organization.
